1. Before you start A Rover desiring to commence the Baden-Powell Scout Award should obtain a copy of the Rover Award Scheme and / or Rover Record Book and read thoroughly all the information relevant to the Baden-Powell Scout Award Scheme. The Rover should discuss the Award with one of the following: (a) The Crew Leader (b) The Rover Crew Adviser (c) The Branch Rover Council Chairman (d) The Branch Rover Adviser The Rover should decide on which Method (A or B) suits, and decide on particular activities for each section of the Award, and an approximate timeline for completion.
2. The Rover Skills Badge The Rover must complete the Rover Skills Badge prior to commencing the Award. This is assessed and awarded by the Crew and does not require WARC notification.
3. Commencing an Award Section 3.1. The Rover must obtain Crew Approval for the proposed activity prior to commencement. 3.2. The Crew should be satisfied the activity presents a sufficient challenge to the Rover. The Crew should also be satisfied that a suitably qualified examiner has been appointed to assess the completion of the project. 3.3. WARC must be notified by the Rover of the commencement of each section of the award. 3.4. Lone Rovers should contact the WARC Chairman or Branch Rover Adviser directly, who will advise them on how to obtain approval at each step of this process.
4. Progress Reports 4.1. Whist undertaking the activity, the Rover should make regular reports to the Crew on their progress. 4.2. This information should be forwarded to WARC by way of the Crew Report at the monthly meeting.
5. Reports on Completion of a Section Having completed the activity, the Rover must submit a record of the activity to the Crew. It should be of sufficient detail to adequately describe the activity undertaken and should be of a standard to be expected of the Rover.
6. Approving each Section of the Award Once the Crew has approved the activity, the Rover Record Book must also be signed by the WARC Chairman as being approved before it may be presented. In doing this WARC must be satisfied the activity was completed to a standard worthy of the Baden Powell Scout Award and the recipient.
7. Approving the Completed Award Having completed the Award, the Rover must have the complete award recommended to WARC by the Crew. In doing so, the Crew must be satisfied not only with the standard of the Award components, but hey must also be satisfied the Rover is living according to the Scout Promise and Law and upholding the ethos of Rovering in their day to day life.
8. WARC Approval of the Award The Rover's Award should then be recommended to WARC who will form a Review Committee to assess the standard of the Award. The Review Committee must also satisfy themselves that the Rover is living according to the principles of the Scout Law and Promise and usually achieves both of these things through conducting an interview with the candidate and talking to some members of the Crew and / or Scout Group.
9. Processing the Paperwork The Review Committee should complete the WA Branch BPSA Application Form (BP1 - A or B) and forward it to the WARC Chairman and then the Chief Commissioner for their endorsement.
10. Presentation of the Award Having been signed and approved by both WARC and the Chief Commissioner, the completed form will be forwarded to the Branch Office who will organise the issue of the Award Badge and epaulettes to the person nominated by the Awardee to present their Award to them. The Award Ceremony should be organised by the Awardee and/or their Crew. For suggestions on a format for this ceremony, consult the Scouts Australia Ceremonies Publication and / or the WARC Chairman or Branch Rover Adviser.
11. Presentation of the Award Certificate The BPSA certificate will be presented by the Governor at the next Youth Awards Presentation Ceremony. The closing date for presentations at Youth Awards Day is December 31 each year.
